Ömer Batuhan Dogan, Associate at NZP NAGY LEGAL, delivered a presentation titled “Crossroads of the Civil Law Codification Process in Turkish and Hungarian Law” at the 1st International Law Congress of Turkic States, hosted by Yeditepe University.
The presentation examined the codification of Turkish and Hungarian civil law from a comparative historical perspective. It explored the development of Turkish legal thought from the Central Asian concept of Töre to the reception of the Swiss Civil Code, while comparing this process with Hungary’s longer path towards civil-law codification. Particular attention was given to the role of customary law and the influence of Swiss law on the development of both legal systems.
The two-day congress brought together high-level officials, legal experts, and academics from member and observer states of the Organization of Turkic States (OTS). The discussions focused on strengthening legal cooperation among Turkic states and advancing a common legal framework based on shared values and mutual trust.
During the opening session, Mr. Binali Yıldırım, Chairman of the Council of Elders of the OTS, and Mr. Ömer Kocaman, Deputy Secretary-General of the OTS, addressed the participants.
