{"id":55488,"date":"2018-08-29T11:22:44","date_gmt":"2018-08-29T09:22:44","guid":{"rendered":"https:\/\/www.nzp.de\/?p=55488"},"modified":"2026-08-07T11:25:35","modified_gmt":"2026-08-07T09:25:35","slug":"recruiting-for-isis-no-criminal-penalty-misguided-youths-or-terrorists","status":"publish","type":"post","link":"https:\/\/www.nzp.de\/es\/el-reclutamiento-para-el-isis-no-conlleva-sanciones-penales-ya-se-trate-de-jovenes-descarriados-o-de-terroristas\/","title":{"rendered":"Reclutamiento para el ISIS = Sin sanciones penales: \u00bfj\u00f3venes descarriados o terroristas?"},"content":{"rendered":"<p>El Tribunal Regional Superior (<em>Tribunal Superior Regional<\/em>) de Celle se abstuvo recientemente de dictar una sentencia penal contra un miembro (o posible miembro) del ISIS (el denominado Estado Isl\u00e1mico) de 23 a\u00f1os.<\/p>\n<div>\n<p>Aunque el tribunal declar\u00f3 al joven culpable de intentar reclutar miembros para la organizaci\u00f3n terrorista conocida como Estado Isl\u00e1mico, no le impuso ninguna pena porque, de acuerdo con los principios del derecho penal de menores, dicha medida no se consider\u00f3 admisible en este caso.<\/p>\n<p>Seg\u00fan el tribunal, el acusado mostr\u00f3 efectivamente tendencias nocivas en el sentido penal, pero estas no eran suficientes para justificar la imposici\u00f3n de una pena penal.<\/p>\n<p>El acusado fue juzgado con arreglo a la normativa aplicable a los menores infractores, ya que se consider\u00f3 que su desarrollo intelectual y emocional era comparable al de un menor.<\/p>\n<p>El joven administraba un grupo de WhatsApp llamado \u201cAllahu Akhbar\u201d, que contaba con unos 50 miembros. En este grupo, animaba a los participantes a unirse a la organizaci\u00f3n terrorista.<\/p>\n<p>En el proceso, el tribunal dict\u00f3 un per\u00edodo de libertad condicional de dos a\u00f1os.
