Szaúd-Arábia új végrehajtási szabályai: amit a nemzetközi vállalatoknak tudniuk kell

Recovering a debt—or responding to an enforcement order—in Saudi Arabia now requires close attention to short deadlines. Published on 23 October 2026 under Minister of Justice Decision No. 617, the new Implementing Regulations of the Enforcement Law clarify asset disclosure, attachment procedures and safeguards for businesses. Saudi Gazette reports that the regulations took effect alongside the Law on 29 October 2026.

Five working days to disclose assets

Debtors must disclose their assets within five working days of notification of an enforcement order. The obligation extends to unregistered assets, assets outside Saudi Arabia and assets held by third parties. For companies with international operations, access to reliable asset records is therefore particularly important.

Attachment orders: obligations for third parties

Banks, payment providers and other parties holding debtor assets should have procedures for handling competing attachments. Where a subsequent attachment order is notified, the holder must inform the issuing authority of the earlier attachment within three working days. Related notification duties also apply when an attachment changes or expires.

Company safeguards and limits on fines

Enforcement against a private company starts with assets whose seizure will not halt its business. An officer’s obstruction of enforcement must be established through their own act or omission within their powers; the company’s non-compliance alone is insufficient. Aggregate fines imposed on a debtor cannot exceed the debt, while fines for refusing direct enforcement are capped at SAR 500,000 in total.

What should businesses review?

Notices generally pass through the Ministry of Justice’s electronic systems unless the parties agree otherwise in writing. Businesses should review how they monitor notifications, escalate enforcement orders and retrieve asset information. Creditors should also consider these procedural requirements when planning recovery.
