Tekintettel az enged\u00e9lyez\u00e9si elj\u00e1r\u00e1s bonyolults\u00e1g\u00e1ra, a szolg\u00e1ltat\u00f3knak id\u0151ben gondoskodniuk kell a jogszab\u00e1lyok betart\u00e1s\u00e1r\u00f3l, hogy elker\u00fclj\u00e9k a b\u00fcrokr\u00e1cia okozta kellemetlen meglepet\u00e9seket. A 2014-ben bevezetett monop\u00f3lium \u00f3ta a szerencsej\u00e1t\u00e9k-szervez\u00e9st \u00e1llami monop\u00f3liumk\u00e9nt kezelik.
