T\u00fcrk Devletleri Uluslararas\u0131 Hukuk Kongresi\u2019ne kat\u0131larak \u201cT\u00fcrk ve Macar Hukukunda Medeni Hukuk Kodifikasyon S\u00fcrecinin D\u00f6n\u00fcm Noktalar\u0131\u201d ba\u015fl\u0131kl\u0131 bir sunum ger\u00e7ekle\u015ftirdi.<\/p>\n

\u0130svi\u00e7re Medeni Kanunu\u2019nun kabul\u00fcne uzanan s\u00fcre\u00e7 \u00e7er\u00e7evesinde incelendi ve bu s\u00fcre\u00e7 Macaristan\u2019da medeni hukukun kodifikasyonuna uzanan tarihsel geli\u015fimle kar\u015f\u0131la\u015ft\u0131r\u0131ld\u0131. Her iki hukuk sisteminin geli\u015fiminde gelenek hukukunun yeri ve \u0130svi\u00e7re hukukunun etkisi \u00fczerinde \u00f6zellikle duruldu.\u00a0T\u00fcrk hukuk d\u00fc\u015f\u00fcncesinin geli\u015fimi, Orta Asya k\u00f6kenli \"T\u00f6re\" kavram\u0131ndan ba\u015flayarak<\/em>\u00a0\u0130svi\u00e7re Medeni Kanunu\u2019nun kabul s\u00fcrecini ele al\u0131rken, bu s\u00fcreci Macaristan\u2019\u0131n medeni hukuk kodifikasyonuna giden daha uzun s\u00fcreciyle kar\u015f\u0131la\u015ft\u0131r\u0131lm\u0131\u015ft\u0131r. Her iki hukuk sisteminin geli\u015fiminde gelenek hukukunun rol\u00fcne ve \u0130svi\u00e7re hukukunun etkisine \u00f6zellikle dikkat \u00e7ekilmi\u015ftir.<\/p>\n

\u0130ki g\u00fcn s\u00fcren kongre, T\u00fcrk Devletleri Te\u015fkilat\u0131\u2019n\u0131n (Organization of Turkic States \u2013 OTS) \u00fcye ve g\u00f6zlemci devletlerinden \u00fcst d\u00fczey yetkilileri, hukuk uzmanlar\u0131n\u0131 ve akademisyenleri bir araya getirdi. Kongrede, T\u00fcrk devletleri aras\u0131ndaki hukuki i\u015f birli\u011finin g\u00fc\u00e7lendirilmesi ile ortak de\u011ferler ve kar\u015f\u0131l\u0131kl\u0131 g\u00fcven temelinde ortak bir hukuki \u00e7er\u00e7evenin geli\u015ftirilmesine y\u00f6nelik konular ele al\u0131nd\u0131.<\/p>\n

Kongrenin a\u00e7\u0131l\u0131\u015f oturumunda, T\u00fcrk Devletleri Te\u015fkilat\u0131 Aksakallar Konseyi Ba\u015fkan\u0131 Binali Y\u0131ld\u0131r\u0131m ve T\u00fcrk Devletleri Te\u015fkilat\u0131 Genel Sekreter Yard\u0131mc\u0131s\u0131 \u00d6mer Kocaman kat\u0131l\u0131mc\u0131lara hitap etti.<\/p>\n

It explored the development of Turkish legal thought from the Central Asian concept of T\u00f6re to the reception of the Swiss Civil Code, while comparing this process with Hungary\u2019s longer path towards civil-law codification. Particular attention was given to the role of customary law and the influence of Swiss law on the development of both legal systems.\r\n\r\nThe two-day congress brought together high-level officials, legal experts, and academics from member and observer states of the Organization of Turkic States (OTS).
