Ge\u00e7 \u00f6demelerin her g\u00fcn 38 i\u015fletmenin kapanmas\u0131na neden oldu\u011fu tahmin edilmektedir (bu, ayda binin \u00fczerinde i\u015fletmeye denk gelmektedir); bu durum, i\u015fletme sahiplerini i\u015flerini y\u00fcr\u00fctmek yerine faturalar\u0131n tahsilat\u0131 i\u00e7in saatler harcamaya zorlamakta ve dolay\u0131s\u0131yla i\u015fleri ve ge\u00e7im kaynaklar\u0131n\u0131 tehlikeye atmaktad\u0131r.\n  <\/p>\n<h2>Tasar\u0131da \u00d6nerilenler<\/h2>\n<p>\n    Tasar\u0131, d\u00f6rt temel reform getiriyor. Birincisi, b\u00fcy\u00fck firmalar\u0131n daha k\u00fc\u00e7\u00fck tedarik\u00e7ilere yapt\u0131\u011f\u0131 \u00f6demelerde 60 g\u00fcnl\u00fck bir \u00f6deme s\u00fcresi s\u0131n\u0131r\u0131 getirilmesi. \u0130kincisi, ge\u00e7 \u00f6demelerde zorunlu faiz uygulanmas\u0131. \u00dc\u00e7\u00fcnc\u00fcs\u00fc, K\u00fc\u00e7\u00fck \u0130\u015fletmeler Komiseri\u2019ne, k\u00f6t\u00fc \u00f6deme uygulamalar\u0131n\u0131 soru\u015fturma, uyu\u015fmazl\u0131klar\u0131 karara ba\u011flama ve \u0131srarl\u0131 ihlalcilere para cezas\u0131 uygulama yetkisi de dahil olmak \u00fczere yeni yapt\u0131r\u0131m yetkileri verilmesi. D\u00f6rd\u00fcnc\u00fcs\u00fc, in\u015faat s\u00f6zle\u015fmeleri kapsam\u0131nda al\u0131konma \u00f6demelerinin tutulmas\u0131 uygulamas\u0131n\u0131n yasaklanmas\u0131d\u0131r.\n  <\/p>\n<p>\n    \u015eeffafl\u0131k ve hesap verebilirlik konusunda, s\u00fcrekli \u00f6deme gecikmeleri ge\u00e7mi\u015fi olan b\u00fcy\u00fck \u015firketlerin y\u00f6netim kurullar\u0131 veya denetim komiteleri, yetersiz \u00f6deme performanslar\u0131 ve bu sorunu gidermek i\u00e7in at\u0131lan ad\u0131mlar hakk\u0131nda kamuoyuna a\u00e7\u0131klama yapmakla y\u00fck\u00fcml\u00fc olacaklard\u0131r.\n  <\/p>\n<h2>Bundan Sonra Ne Olacak?<\/h2>\n<p>\n    Tasar\u0131, kanun haline gelmeden \u00f6nce bir dizi parlamento a\u015famas\u0131ndan ge\u00e7mesi gerekecektir. H\u00fck\u00fcmet, daha k\u00fc\u00e7\u00fck tedarik\u00e7ilere y\u00f6nelik daha g\u00fc\u00e7l\u00fc koruma \u00f6nlemleri ile isti\u015fare s\u00fcrecinde b\u00fcy\u00fck i\u015fletmelerin dile getirdi\u011fi endi\u015feler aras\u0131nda bir denge kurmaya \u00e7al\u0131\u015ft\u0131\u011f\u0131n\u0131 belirtmi\u015ftir; bu \u00e7abalar\u0131n bir par\u00e7as\u0131 olarak, azami \u00f6deme s\u00fcrelerine ili\u015fkin s\u0131n\u0131rl\u0131 istisnalar da \u00f6ng\u00f6r\u00fclm\u00fc\u015ft\u00fcr. Bu istisnalar\u0131n ayr\u0131nt\u0131lar\u0131 ve Komiserin yeni ceza yetkilerinin tam kapsam\u0131, yasa tasar\u0131s\u0131n\u0131n ilerleyi\u015fi boyunca yak\u0131ndan takip edilmesi gereken konular olacakt\u0131r.\n  <\/p>\n<h2>\u0130\u015fletmeler \u0130\u00e7in Dikkat Edilmesi Gereken Hususlar<\/h2>\n<p>\n    Tedarik zincirlerinde faaliyet g\u00f6steren i\u015fletmeler \u2013 ister yeni y\u00fck\u00fcml\u00fcl\u00fcklere tabi b\u00fcy\u00fck firmalar olsun, ister bu y\u00fck\u00fcml\u00fcl\u00fcklerden yararlanmak isteyen daha k\u00fc\u00e7\u00fck tedarik\u00e7iler \u2013 mevcut \u00f6deme ko\u015fullar\u0131n\u0131 ve s\u00f6zle\u015fme d\u00fczenlemelerini \u015fimdiden g\u00f6zden ge\u00e7irmeye ba\u015flamal\u0131d\u0131r.
