Electronic Communication in Hungarian National Bank (MNB) Proceedings: Key Rules for Financial Market Participants

MNB Decree No. 35/2026 (X. 14.) regulates electronic communication in specified administrative proceedings before the Magyar Nemzeti Bank (MNB), Hungary’s central bank and financial supervisory authority. Its provisions concern certain licensing, approval, registration and notification procedures, rather than all dealings with the MNB.

Submission Through the ERA System

Organisations required to communicate electronically must generally submit their filings through the MNB’s ERA system. The regulation also distinguishes between the electronic and paper-based submission options available to natural persons, making the applicant’s status relevant when determining the appropriate filing method.

Receipt, Deadlines and System Outages

The rules address when electronic submissions are deemed received and how procedural deadlines are calculated. They also provide for alternative submission methods in the event of a system outage. These provisions are particularly relevant where a filing must reach the authority within a prescribed period.

Practical Significance

For financial institutions, financial service providers and their legal representatives, the regulation makes the submission channel and timing of filings important aspects of procedural compliance. When preparing an application or notification, the applicable communication requirements should therefore be considered alongside the substantive requirements of the relevant MNB procedure.
